Design Services - Healthcare Facility

Granville Vance Public Health (GVPH) is inviting qualified design firms to submit Statements of Qualifications (SOQ) to provide on-call design consultation services for healthcare facilities across our two-county public health district.
GVPH serves Granville and Vance counties in North Carolina and provides a wide range of clinical, preventive, environmental, dental, WIC, and population-health services across six facilities. As our buildings age and service demands evolve, we are seeking a design partner to support ongoing space improvements that enhance patient experience, operational efficiency, and workforce functionality — while centering trauma-informed design principles.
At this stage of our organizational evolution, GVPH is seeking an experienced healthcare design firm to provide as-needed consultation and full-scope design services for renovations and improvements in clinical, lobby, and program spaces.

Purpose of This RFQ

The purpose of this Request for Qualifications (RFQ) is to identify highly qualified design firms with demonstrated expertise in healthcare facility design and trauma-informed environments.
This RFQ is issued in accordance with North Carolina’s Mini-Brooks Act (N.C.G.S. § 143-64.31), which requires selection based on demonstrated competence and qualifications without regard to fee at this stage of the process.
The selected firm(s) will support GVPH in planning and implementing design improvements across multiple facilities, including:
  • Environmental health offices
  • Patient registration and lobby areas
  • Outpatient clinic spaces
  • Dental services areas
  • Diagnostic testing and support services
  • WIC service areas
  • Design solutions must incorporate trauma-informed principles that promote safety, dignity, resilience, confidentiality, and healing — particularly for vulnerable and trauma-affected populations.

Scope and Engagement Approach

The selected firm will provide comprehensive design services, which may include:
  • Program validation and space planning
  • Schematic design through construction documents
  • Code analysis and permitting
  • Coordination with GVPH, consultants, and regulatory authorities
  • Construction administration
  • Integration of trauma-informed design strategies into layout, material selection, and patient/clinician circulation
Engagements will be structured as on-call services and may be activated as needs arise across our Granville and Vance County facilities. Projects may vary in size and complexity, and will be scoped collaboratively based on agency priorities and available funding.

Minimum Qualifications

To be considered, responding firms must demonstrate:
  • Licensure and registration to practice in North Carolina
  • Successful completion of healthcare facility projects of similar scope and complexity
  • Specific experience or training in trauma-informed design
  • Project teams with healthcare and trauma-informed design expertise
  • Experience collaborating with healthcare providers and regulatory authorities
  • Familiarity with federal and state grant compliance requirements, including Uniform Guidance (2 C.F.R. Part 200) and applicable North Carolina statutes

Evaluation and Selection

Statements of Qualifications will be evaluated by a GVPH selection committee based on:

  • Firm experience, reputation, and workload capacity
  • Project management approach and grant administration experience
  • Experience and qualifications of the proposed project team
  • Thoroughness and clarity of the submission
  • In accordance with 2 C.F.R. 200.318 and other applicable procurement standards, contracts may only be awarded to responsible firms demonstrating integrity, compliance with public policy, past performance, and adequate financial and technical resources.
  • Interviews may be conducted with top-ranked firms. Fee proposals will be requested from the most qualified firm(s) during subsequent negotiations.

Statements of Qualifications must be received no later than:
February 23, 2026 (Close of Business)
