Operations Consultant Request For Qualifications

Granville Vance Public Health (GVPH) is inviting qualified operations consultants and consulting firms to submit Statements of Qualifications to support ongoing organizational effectiveness, systems alignment, and governance development across our two-county public health district.
GVPH serves Granville and Vance counties in North Carolina and provides a wide range of clinical, preventive, environmental, and population-health services. Like many public health agencies, we are navigating an evolving landscape shaped by expanding service models, increasingly complex funding streams, workforce sustainability challenges, and growing expectations for accountability, performance, and impact.
At this stage of our organizational evolution, GVPH is seeking an experienced operations partner to support discrete, as-needed projects focused on strengthening internal systems while preserving the mission-driven, relationship-centered culture that defines our work.

Purpose of This RFQ

The purpose of this Request for Qualifications (RFQ) is to identify consulting partners with expertise in public health or healthcare operations, process improvement, people-management systems, and governance design. The selected consultant(s) will work collaboratively with GVPH leadership and staff to assess current operations, identify opportunities for improvement, and support implementation strategies that enhance efficiency, clarity, and sustainability.
This work is also intended to position GVPH for expanded system leadership roles, including cross-sector coordination and potential participation as a Rural Health Transformation Grant Hub. As such, strong experience in governance development, decision-making frameworks, and multi-partner initiative readiness is especially important.

Scope and Engagement Approach

Consulting engagements may include organizational and workflow assessments, evaluation of people-management and HRIS systems, governance and accountability structure design, change-management support, and implementation planning. Projects will be scoped collaboratively and may occur over time, based on agency priorities and capacity.
GVPH values practical, implementable recommendations; strong facilitation and stakeholder engagement; and approaches that center staff experience, workforce sustainability, and continuity of services for the communities we serve.
